Immigration, Refugees, and Citizenship Canada (IRCC) has officially affirmed its commitment to maintaining the six existing categories for category-based selection in Express Entry draws throughout 2024. In a recent communication from IRCC, the department stated its intention to continue selecting candidates based on specific qualifications such as education, work experience, or language skills, aiming to address identified economic needs and priorities.

Introduced in May 2023, category-based selection draws were implemented to assist Canada in achieving its economic objectives. The selection of these categories in 2023 followed thorough public consultations with provinces, territories, and various stakeholders including unions, employers, settlement service provider organizations, worker advocacy groups, and immigration researchers.
By targeting Express Entry candidates who meet the criteria for these categories, IRCC aims to welcome newcomers who can fill crucial gaps in Canada’s workforce, particularly in sectors vital to the economy and the well-being of Canadians, while also fulfilling its mandate to promote the French language outside of Quebec.
Upon their introduction, IRCC noted that these categories would be subject to annual review as part of IRCC’s yearly report to parliament and adjusted as necessary.
In 2023, the first category-based selection draw occurred on June 28, inviting 1,500 Express Entry candidates in eligible healthcare occupations. Throughout the year, IRCC extended invitations to over 16,000 Express Entry candidates across 17 separate draws. In 2024, three (3) category-based selection draws has already occurred, inviting 7,000 candidates with French language proficiency, 3,500 in Healthcare and Agriculture and agri-food occupations.
This option is available to candidates with existing Express Entry profiles. Other economic immigrants without applications in the Express Entry application pool are ineligible.
IRCC specifies that candidates must meet the criteria for an Express Entry program and have accrued at least six months of full-time, continuous work experience (or an equivalent part-time experience) within the past three years in a single occupation in Canada or abroad to be considered for a work-experience based category.
Candidates invited under the French language proficiency category must attain a score of 7 in all four categories (reading, writing, listening, and speaking) in the Niveaux de compétence linguistique canadiens.
